Her band, rather her guitarist (and partner) Les Chappell, created the riff. Go listen to the B-52s again - their sound was original because they used a 4-string guitar. The B-52s guitarist responsible for this sound (Ricky Wilson) died of AIDS in the early 1980s. I don't think there is any relationship in terms of sampling whatsoever.
