He is clearly not out of bounds until after he passes the ball... clearly, decidely, undoubtedly, undebateably, for sure and absolutely. The ref is just 3' from him and clearly made the right call... the only thing missed was five free throws down the stretch

d14smith is just upset over the outcome but in all serousness Collins' foot was not out of bounds but it does appear to be so. His foot extends over the out of bounds line as he releases the ball but his heel is off the ground and no part of his foot touches the line or out of bounds area until after the pass is thrown. It's hard to tell for sure on a youtube video but I dvr'd it in HD and in all honesty its pretty clear.
