its an Tamil ( indian language ) movie called "Ellam Inba Mayam (1981) ". Which means Happiness Everywhere. The dude dancing is none other then Kamal Haasan, a well known actor in India. His resume includes a movie which is featured Time magazine's all time top 100 movies. Search Kamal Haasan in google or wikipedia for more info. ;)
