The first most famous groundhog makes a visit to Penn State University for Campus Weather Service. Although the poor animal needed some sleep before his big forecast, he still made time to come and show his face. In this video, Phil's handler tells us the lore of the groundhog, dating back to the 1800s, and tells a couple of political jokes, too.
