I agree.
A lot of Bruce's songs have sad lyrics but an upbeat tune...one of the reasons he is sometimes (famously) misunderstood. The reason the song is uplifting is because of the lines:
'Love's a fool's dance,
I aint got much much sense
but I've still got my feet'
ie. There is still hope that love will lift you up out of the everyday.

He definitely has mentioned his admiration for Brian Wilson before. Another group that was known for upbeat tunes with bittersweet/depressing lyrics was the Gin Blossoms, especially on their first album.

Achingly bittersweet, is right. A masterful work by a master in his maturity as he reflects. Sure, the vocals are a bit off in this take, but we well know what he usually delivers (and is always capable of). Much to say about the harmonic structure of this tune, too: the minor chord occurs during the last repetition of "the girls in their summer clothes," which brings out the ache to the max. And on and on, but I won't belabor the point.
