Making weapons grade plutonium is not ordinarily done with a commercial reactor because the plutonium is not considered to be as effective or safe as weapons grade plutonium that has been made by a special process in a simple reactor.
It takes only 10 kilosgrams of nearly pure Pu-239 (the good stuff) to make a bomb, so Iran could buy the plutonium on the sly, if they so chose and had enough $ to do so...

What I wanted to add was that I agreed with your opinion that there should be no weapons like this on our planet, because it far to tempting to have around when there are people who think it would be acceptable to use it...again.

10 kilograms of weapons grade plutonium is a huge amount. To aquire the schematics to build a N-bomb is easy. To build the bomb is very difficult. IE. North Korea. To build a bomb that fits in a missle head is extremely expensive for the machinery involved. As well as the technology to build the machinery and the expertise it is highly unlikely any muslim nation will have the ability to launch a nuclear missle for the next 100 years.

It takes ~30 megawatt years of reactor operation with frequent fuel changes and reprocessing the "hot" fuel to create 10 kilograms. Scarily enough ~150-200 tons are expected to be treated as waste or used as fuel as disarmament agreements continue to progress (per World Nuclear Assoc web site.)
As far as technology, China helped Pakistan, and we (the US) helped India with technology, equipment and materials (...)

I read a great article on the New York Times site that I found very interesting. It was an interview with George Perkovich, a specialist on nuclear non-proliferation. He discusses Iran, North Korea and India and the special situations that each country presents. : )

I would be interseted in the site and article, but it does not negate the minimum resources and expertise available in North Korea or the mideast. Especially the ability to miniaturize a nuclear weapon to fit a missle. Remember the first US nuke weighed 5,000lbs. Its hard to put that in a missle warhead unless you have billions of dollars to do so.

As for financial resources, that depends on how much $ they have or could acquire, that is true, but as far as expertice, that can come from a source that is not from their own country.
Wernher Von Braun, a German scientist who came to the US after WWII, worked on the American ICBM program until he joined NASA and became the chief architect of the Saturn V rocket. We did not educate him-he came to us with the knowledge already in his head.
