why? because thats what it is. you think baseball is intended to steal the team signs and win? You know why it's not a violation? Because stealing signs is hard to prove. Tapping a helmet or shoulder while on base means nothing. Thats why the new rule in 2000 only mentions walkies and cells. Its a waste of time to have umpires get together and decide if Molitor tapping his head meant he stole a sign. Its the perfect crime in baseball. you cant prove it. But it dont make it right.
