The Phil Ochs version sounds a bit to Ennio Morricone to me.
There is a different view to everything.
It's called being smart.
Its difficult to describe, but I feel like TMBG is taking the situation and saying, "Look how absurd this is."
Phil Ochs more stark version takes the situation and says, "Look how terrible this is."
The band DEVO does something similar, with the song "Beautiful World", which, if you don't listen carefully or see the video, could go right over your head.
I think the subtle use of irony helps it work on two levels, in that it not only carries an anti-war message, but it almost functions more powerfully as a criticism of pro-war music and anthems (as you said, "look how absurd it is)
So there you have it. It's a protest song which uses sardonic humor as its tool of realization.
Not everything is ponies and rainbows, you know. ;)
