It was made by Paradox (Midway Games) I think, but their publisher, EA Games said they did not want to put it on the shelves because it was senseless violence and would harm their image, I don't think Midway tried to get another publisher or even publish it themselves, but you can find it for free on some file sharing sites as it was released by their staff members.
