The guy in the video joins the military without discussing it with his fiance because he wants to go fight the war in Iraq. He thinks it is the right thing to do and she is scared he is going to die (hence the yelling and crying). Basically the song is written and sung from her perspective AFTER he is already deployed overseas. "summer has come at last" so it's already the summer after the attack on USA, but to her, it's still September.
