Not necessarily. There are variations. Like Yuna's skirt in KH2 was a pair of shorts in FFX-2. Paine's stockings were cut downt he middle with buckles in X-2, Rikku didn't even HAVE stockings in X-2 but she does in KH2.
Their outfits were redesigned to make them a little less revealing and more chibi.

they changed it to that sort of clothes because in final fantasy things are serious, but in kingdom hearts things are cute and cartoony. good looks though!
