It is an ironic phrase and an implied promise which was written in the iron gateway at the entrance to Auschwitz... hence LULZ MACHT FREI.

"macht frei" translates as to make free. When applied to a preceeding noun such as lulz, it becomes a declarative statement about that noun. Roughly that would translate as: lulz will make you free. I will refrain from making any conclusions yet about your apparent learning impairment. How much dope do you smoke anyway? Perhaps too much.
