Solar wind consists of only a few hundred particles per cubic metre... to push the cloth of a flag around you'd need something closer to Mars's atmosphere with a density of 1kPa=octillions of particles per cubic metre.
Electromagnetism exerts force on materials that either conduct or transpose electrons, and those forces do not cause fluttering. A gradual buildup of electrons would cause that kind of fabric to flatten out to appease the repelling force of charge.

They'll work just fine. It will take less air (nitrogen) to inflate them to the same firmness due to the absence of the 14.7 lbs atmospheric pressure acting from the outside. If they leak, flat is flat on earth or in a vacuum.

Just google Ares I and thrust oscillation if you know even basic engineering you'll realize it's a broken design that cannot be fixed.
