I think they recorded it in slower tempo to make pitch and time compression proportional. Otherwise it would sound artificial. You may hear in the end of the song how he sings "If I cared" first time with shifted pitch and time and the second one without.
But I would never claim that this effect on voice is in any sense weird. I'd say it is an amazing song production! Nick Bracegirdle and Tom Jones are both genius!!!
