I work in Law Enforcement Field and I consider this a dirty shoot. Human reaction to a threat is to retreat and move away from it while firing; the deputy moves towards the guy on the ground and sideways away further from cover as he is firing. It looks like a borderline SOP Dept. shoot; but the deputy will get it on the civil rights violation.

In San Bernardino County, sheriffs and police have shot dead something like 320 people over the last 10 years.
Guess what? 100 percent have been acquitted, including the guy you see in this video. The system is rigged - no DA or court or even picked jury is going to convict a cop for killing (mostly) black and brown people.
