There's a difference between sexcrime and thoughtcrime, which isn't explained in the film, but it is in the book. Sexcrime is pretty much lust or sex for the sake of itself, without a duty to the Party - just sex for pleasure. Thoughtcrime is thoughts that go against the ideals of the Party. So essentially, sexcrime is PART of thoughtcrime, but thoughtcrime is not sexcrime.
