That's not true. Many of the cops and police chiefs in those cities are black due to affirmative action. Black crime was not a bad before the civil rights movement because back then blacks knew they would suffer dearly if they did the kind of things they do now. Since the fear of being lynched has been taken away, and since forced integration has occured, the true nature of blacks has come to the surface. More blacks and whites have been killed by blacks than the KKK ever did.

Jared Taylor already answered that question. Police arrests match up with the crime vicimization survey. Nobody ever said blacks were the only ones committing crime. Only that they committ disproportionate amounts. DNA has also help to clear white defendants, and the great majority of criminals, black and white, have not have their convictions overturned by DNA.

Anyone who wants to check Jared's stats for themselves, just in case they think he's blowing smoke, go to the DOJ's website and check out the FBI's Uniform Crime Report for the most recent year it was published (usually the most recent UCR is from about 2 years ago... that's about as fast as the FBI can tabulate stats).
You will find that Jared is right on the money: Blacks are 13% of the population, yet commit 50% of violent crimes.
